Your best bet for making synthetic ball lightning (and here's where Terry is
going to kill off the thread, because a TC just ain't gonna hack it) based
on recent research is really high power/energy discharges.  Think in terms
of 10s of kJ in a few tens of cm  (recall that real lightning, which is
associated with ball lightning, is on the order of 100 kJ/meter).  I've seen
some stuff which looks promising on the ball lightning front with folks
running a wire over a distance of 1/2 to 1 meter, with commensurate energy,
and the wire over a surface that provides some sort of solid matter that can
be vaporized (dirt, clay, etc.)

You can get "interesting" effects with a smoky flame (i.e. candle, or very
rich acetylene/air flame) on a TC, though..
