Much research on this was done during the 'invention' of
the electric power business, as an aid in designing lightning
protection and insulator strings.  cf Francis Peek
(his name) who did many studies on sparkover vs about
everything.  (picture a lab with an (empty, large) wine
barrel, HVAC lines inside, viewing port and partial vacuum
pulled.)  The 'laws' match observations...

The testing explicitly covered 'high freq' behavior, as
ad rem lightning....
