Hi Adam....


sounds like ( excuse the pun) your cup cap is shorting out. somewhere 
between the multitude of plastic and foil. there is a small hole where 
the electricity is arcing thru and shorting out the cap. Pull apart the 
cup cap and look for arcing/ carbonizing ( black deposits) and either 
replace the foil/cup ( best bet) or turn the alignment of cup/foil a bit 
to replace the arc point ( worst bet). Did you try to put oil ( mineral 
oil is good ) between the cups and foil? ( this will help in the 
insulating factor)

if you can ... purchase some real caps and do the MMC thing or really go 
for it and get some Maxwell caps of proper size and GO FOR IT :)
