I would use whichever PVC pipe has the thinner wall. If both have the same
wall thickness, then my personal choice would be the 6" pipe. Whether you
use the 4.5" or 6" pipe, it makes little difference in regard to your power
supply. My choice of wire would be 24 or 22 awg magnet wire. I don't know a
good estimate for the number of wine bottles needed for a tank cap. 

You should be safe from electric shock. Remember that there is never any
need to get intimately close to the power supply while a tesla coil is
