Just a thought as I work for a large auto parts chain in NH. We sell
bulk oil of all kinds and it is supplied by Maine Lube who is a VERY
large oil supplier for the entire northeast. Our customer base includes
PSNH (public service of NH) and Verizon so I am sure we sell this stuff
and I KNOW Maine lube does regardless. It is quite possible that I could
buy it in smaller quantities than 55 gal, say 5 gal pails, and break
that down into gallons if the demand was there.
I would have to look into shipping issues (MSDS's and proper containers
with labels etc) but I would think it's "doable". We ship stuff globally
all the time.
If you guys really strike out, or the response is large, I would
certainly look into it for you.

Find a factory with its own transformer and get friendly with the 
maintenance manager...

I have attempted to get hold of some, but the minimum quantity that I 
could be supplied was 200 litres, somewhat more than I need and a lot 
more money than I can afford.

So, as above, I'd suggest trying to find somewhere that uses the stuff 
and try to scrounge a gallon or two of them; it's amazing what a 
well-placed beer can get!  (This has worked for me on getting other 
stuff but I'm still out of luck on tranny oil)
