Sounds like the typical ebay "everything over 15 volts is good for tesla
coils" nonsense.

"They are ideal for making Tesla coils, Marx generators, X-ray generators,
laser power suppliers... and many other HV experiments!"

I'm not aware of any company that makes the perfect cap for all those
applications. They look like light duty filter caps for DC use.
