Hi Maddock,

NSTs tend to foil due to the tar in them (it really IS tar) creating a
shorting path to the metal case among other things.  Many people find it
worth while to remove this tar and fix them directly.  Older (free) NSTs
often need fixing as do NSTs that have been run at far over voltage.  Some
people have even rewound their NSTs.  It sort of depends on how badly you
need it.
