I use Eagle - available for free as the "Light" version; I have plumped 
for this one since it is the only (free) one that I have found for 
Linux.  You're restricted in board size and number of layers (unless you 
fork out $$$ for the full version), but you can go all the way from 
schematic to printing the mask(s) to use with sensitised PCB stock.

Eagle is available from http://www.cadsoft.de

There are plenty of other programmes available for those working in a 
Windows environment - I'd suggest that you do a Google search on such 
words as "PCB CAD software".

Also look at http://www.g3ycc.karoo-dot-net/pcb.htm for "HOWTO" details on 
PCB etching.

If you can stand the advertising bombardment of Yahoo, there is a group 
that someone posted on not too long ago for those wanting to make their 
own PCBs.  I can't give it to you as it appears that I have lost it...

If you can build TC components, you can build PCBs!
