maxed out?

Hi list,

If a disruptive TC system with blown static spark gap was called 
"maxed out", does this mean, that

* the size of the toroid is large enough to produce one single 
streamer (especially for a smooth surface), but there is no need for 
a breakout pin?

* the heigth of the toroid above the secondary is as large as 
possible, but there is no corona from the uppermost winding of the 
secondary?

* the coupling between the primary and the secondary is as tight 
as possible, but there are no racing sparks at the secondary?

* the capacity of the tank capacitor is as large as possible, but the 
power supply is still able to load it to its peak voltage? This is 
difficult to find out of course. Any suggestions?

Are there other "optimum" criteria?
