I get lots of good NST's from my friendly neighborhood neon shop. I have not 
seen a bad one. I test them by shorting each end to the case and then 
shorting the two ends.
You should get a nice juicy plasma spark. They usually replace the NST on a 
regular
service schedule. A good schmooze should get it at the price of a six-pack  
or as a freebie. The guy at the shop tells me, and it makes sense to me, that 
in the warmer climates they don't need the 60 and 90 mA transformers. I get 
15/60s 
occasionally, but most of them are 15/30s which I parallel.
