Propably insulation resistance measurement. 

Megger is one the manufacturers of such test devices.

It really depends on why the pigs are at the company 
"to be reconditioned".. If because of non-fatal problems 
noticed at power company, then the propability can be high 
for "duds".. Then again, perhaps they are just reconditioned 
because of old age? Ask them!

What does their "reconditioning" mean?
Visual check inside? Change the oil? complete rewinding?
Definitely ask what the extra 250usd will get you..

If rewinding and new oil, I'd go for it. IMHO.
