There's nothing special about a 1:2 or 1:4 ratio.  I often use a
1:5, or 1:6 ratio, and the results are just as good.   You should
make your secondary at least 24" tall to prevent secondary 
breakdown.  I would probably make the secondary 28" tall for 
your coil.  You want to have enough inductance to help keep
the gap losses low, and as an aid in quenching.
