Seriously, though, it probably isn't all that much of a HazMat issue.  salt,
water, oil?  The additives in the motor oil might be an issue.  The real
concern with motor oil is after it has run in an engine and picked up all
sorts of carcinogenic combustion and decomposition products.

Build a big bonfire (or even your barbecue) and spray the stuff on it.  The
water will evaporate, the oil will burn, and the salt will turn the flames
bright yellow.  If you keep the feed rate down, the oil will burn clean and
not create a smoke column that will attract attention.

Finally, your community might have periodic "homeowner hazmat disposal" days
where you put the stuff in the trunk of your car along with the old paint
cans, insecticide, etc., drive down to the collection area, and guys with
bunny suits and respirators take it out of your trunk. I'm always amused by
this... a line of 50 or so homeowners, windows open, idling in line, with a
crew of hazmat folks in full protective gear at the front of the line. I
suppose people do accumulate some really hazardous stuff, and if it did get
loose, they'd run and tell everyone else to close their windows, etc.  Maybe
it's just to give the hazmat handling guys practice working in the suits,
and "just in case".  My wife worries about coming home one day, finding the
street blocked off and seeing the bunnysuited guys out in front of our
house, carrying my stuff out of the garage.
