They may have been  trying to explain that it is good to coat your primary
before or after you wind it and seal it up so that moisture can't get
inside.

PVC is supposed to absorb water and could absorb some water in a humid
climate and dampen your sparks as a result of reduced resistance and
absorbstion of RF energy.

Many say never drill holes and lead your wires into the inside of the coil.
Others drill the holes but put a barrier inside to reduce sparking.

There is a risk of tracking inside, but I've stumbled on a number of
coatings that turned to dust in the presence of Ozone and I've had coils
unwind themselves into bird nests that I had to SAW OFF as a result, despite
having the ends securely anchored. The copper tends to streach and come
loose so make sure to give it a GOOD thick coat if you are going to depend
on that coating to hold the ends in place.
