I had problems with an electrostatic device where the leakage current
through the carbon loading was excessive.

I've also had the pipe breakdown internally through the foam.  

Actually, the semiconductive properties help with the breakdown, because
they tend to equalize the electrical field stress.  

Nonhomogenous insulators break down at lower voltages than pure insulators,
because the dielectric constant of the components are different.  This
causes uneven distribution of the field/voltage, which provides a point for
a breakdown to start. Once the breakdown starts, it propagates.
