Hi, well first the "oil" might be pcb. it sounds like a hi voltage connector
to go from one underground vault to another. maybe the pressure is a way of
keeping it sealed from dirt. one of these line guys on the list should come
with an answer. any name or part number on it? might give a clue to what it
