Paul,

What was the elevation of your toroid in relation to the top winding of your
tertiary coil?  The position of the toroid in relation to the winding has
some control over the electrical field and can help project the arcs more
horizontally than downward.  If your toroid is above your windings, you
could try lowering it some.
