Well, sort of..... All coils have self capacitance, but it is due to the 
wires being next to each other.  Look in any physics book and you can find a 
section that covers the capacitance between two parallel wires.  The 
dielectric would actually be the enamel coating of the wires.  
    The air inside your coil is a dielectric, not a conductor.  The earth 
itself would be the only possible second electrode along  your line of 
thought.  Actually, the top load of the coil and the ground make for a 
capacitor with air as the dielectric(which is combined with the coil's self 
capacitance to set the resonant frequency of the secondary).

             Im new to all this tesla stuff and im not to knowledgeble on 
 capacitor workings but wouldnt the metal windings or a coil act as an 
 electrode and the coil form act as a dielectric and the air inside the coil 
 act as the other  electrode?  kind of  like an air capacitor? >>
