Hi CJ! 
      There are several factors that determine the lifespan of an NST. 
0. are you getting it new or used? 
1. How long was it used/abused before you got it? Was it indoors, outdoors, 
rusted,etc.? 
2. Are you using it "as-is" or unpotting it, removing shunts, etc.? Some 
unpot easier than others, some have easier shunt removal. 
3. How far are you going to push it over its published ratings? (I don't) 
4. Are you going to use a protection circuit? (I do) 

Once you have the answers to these questions, there may be preferences. 
Beyond that, IMO, you're getting into a "Ford vs Chevy vs Dodge" debate. 
My under-construction NST farm, which is all used equipment, has 2 15/60 
Transcos, a 15/60 Franceformer, a 15/60 Acme, a 15/30 transco and a 15/30 
Actown. (The franceformer is the prettiest!) 

As for 15kv vs 12kv, it's not that the transformer works better, but the 
ratings of the caps etc. can be lower. (e.g., A 12 kV has voltage peaks ~17 
kV while a 15 kV peaks at ~21kv)
