For a distribution transformer, you don't really need the R/C protection as 
the delicate NST's need. Just a safety gap on the transformer to prevent 
overvoltage. Wouldn't hurt to use one, just not really necessary IMO. 
Besides, you will lose a bit of power in the resistors.
