According to the datasheet of the commonly found (in this country!) 
 HVR-1X-4 the max forward voltage drop -at-500 mA is 10 V. So, if 
your VOM has got a 6 V battery only, this battery voltage is not 
high enough to overcome that voltage drop.

You might want to use this circuit (please use constant distance 
font):

+ 24 V --1.5 kOhm--*--anode of MOD cathode--

I've measured voltage drops around 6.1 V
