Yeah, you can use 20AWG for a 4.5" dia secondary.  At
33 turns-per-inch, I wouldn't suggest 1000 turns. 
You'd need to cover about 30" of pipe with wire to get
1k turns, and that's too long.  If I were doing it,
I'd cover about 24" of pipe with wire and live with
it.
