I guess that's one of the reasons I use Sprayon(formerly known as Krylon) 
brand insulating varnish.  It has about 2000V/mil dielectric strength and 
dries quickly.  I got a case of it through Grainger catalog.  I just apply a 
couple of coats to the pvc form,  wind the coil and then put on several coats 
to protect the windings.  So far I have been very happy with the results.
