Not so, at least for the 811A.  I had an RCA version of the 811A in a VTTC
in high school, and I had the documentation for it, straight from RCA, which
claimed that when running at its full rated power of (I think) 400watts CW
Class A, the plate would glow red and that this was normal.  Also a dim
purple glow around the plate at lower power ratings and higher voltages
could be expected.
