Richard,

A static gap might sync itself to some degree, with a proper cap and
gap spacing, but not as steadily as a sync gap.  Static gaps tend to
fire at erratic bps.  Also a sync gap can benefit from "downside 
charging" (as the voltage starts to decline, the cap is still charging,
which can't happen using a static gap).
