I would expect more proportional to current.  The gap is a constant voltage
drop of a few tens (or a hundred) volts ("cathode drop") plus a nonlinear
resistive component that goes down as the current goes up (and the arc gets
bigger).  In any case, modeling it as a resistor is probably NOT the best
way to deal with it.

However, for Steve's suggestion of using it with a pole transformer?  Or
some sort of resonant charging scheme with the gap serving instead of the
diode?
