Don't know for sure, but the DMSP in the file name makes me think that
that image is from the Defense Meteorological Satellite...  It's also
obviously a composite (the whole earth isn't night at one time).

ISS is in a pretty low orbit and probably doesn't get a very good view
of the poles (if at all), also.

There is a web site with all of the composite images, day and night, as
well as a bunch of other orbital imagery (which they sell, along with
rendering services).  I can't recall the URL though.

I think that the coolest thing about ISS or shuttle imagery, though, is
the video.  Thunderstorms, in particular, look really neat as the
shuttle glides over them.  If I were an astronaut, I think I'd spend all
my free time glued to the window watching the world go by underneath.
