I have made a couple of these.  I used a 1/4" acrylic center disk cut out on 
a band saw.  Then I used 2" wide clear packaging tape and started taping the 
plastic pipe to the center disk.  As I came around to where the ends need to 
meet, I used a razor knife and cut the ends so they join nicely.  Next I 
drilled matching holes in each end, about 3/16" in from the ends and used 
nylon lacing cord to tie the ends together.  It worked out quite well.  I 
covered the whole thing with the clear tape, fixing it to the center disk all 
the way around.  Then I covered the whole thing in aluminum tape.
