Dan,

There are probably formulas that could be used or developed, but
I use rules of thumb.  I generally make the toroid about 1/4 to
1/3 the diameter of the desired spark length, and use that to begin
the TC design process.  I also generally make the toroid thickness
= to about 1/10 the the desired spark length for a smooth toroid,
a little thicker for a corregated toroid.  Then I can use my power
formula to determine the needed input power for the desired spark
length.  Large bang, low bps TC's will need a larger toroid than
small bang, higher bps TC's however.  I also like to make the 
toroid about 3 times or more the diameter than the secondary.
A large secondary will tend to shade (eliminate) some of the 
toroid's C.
