This sounds a whole lot like a 400hz fan for mil applications.  The fastest a
60
hz induction motor can turn is 3600 RPM.  Any faster and it has to be either a
universal (NOT), gear drive or higher frequency.  There's a LOT of 400 hz stuff
on
the market cheap.  No application for it.  Of course, an enterprising
teslaholic
could always build a little 2 phase 400 hz inverter.
