120 volts is not enough potential to ionize the air across a small sparkgap.
Around 2.5 - 3 kV is usually the absolute minimum potential required for a
classic spark gap.  Most experimenters use neon sign transformers with
around 12 - 15 kV for efficient spark gap type TC's
