Sounds fine.  Most of my toroids use .25" thick acrylic for the center (and
mounting)
disc and I cover both sides of it with aluminum tape.

This should be fine.  Many folks do not apply any coating under or over the
wire.  You should be in fine shape.

I am not a good one to comment on this.  I have not lost a lot of neon sign
transfromers.  I use only series resistors on my system.

I would not add any cross links between chains.
