His intent was to transmit power and signals to far reaches of the earth.   
This was to be accomplished by pushing all the energy from the secondary cap 
into longitudinal waves(ground waves).   The streamers "leak" that energy out 
of the system.  While they are cool to watch, it is really a waste of the 
possible uses for the high voltage made available from coils(such as for 
particle accelerators etc.).
