Chris,

Taps are used to adjust the turns ratio of the transformer a bit to
compensate for higher or lower HV distribution voltages. This allows the
utility to compensate for local distribution line conditions and still
provide the customer with proper voltage output on the LV side. For
Tesla coiling, taps are not necessary, and they are not even desireable
since they typically add cost to the transformer.
