The "insulation" part will not be easy.  If the top is running at say
300-500 kV then insulating for 150-250 kV between layers will be nearly
impossible.  The RF will make ordinary insulations look like the Grand
Canyon due to capacitive coupling and cause rapid breakdown.  As the RF
capacitively couples thru the insulation it will rapidly heat the
insulation and cause thermal breakdown.  Try it, and if it works, it would
be a neat experiment, but expect the worse when you try it.  It might work
in a tank of SF6 gas at 140-160 PSI (400 kV breakdown per cm) but not in
open air.
