This is normal for all HV diodes! They cannot be effectively meter tested
with the standard diode test found on common DVMs. They are many diodes in
series and this fouls up the diode tester which is set up for single
junction testing.
If they read short they are bad. If they read open, they could be good or
bad. The only way to know is to throw them in a real HV circuit and load it
a bit
