Use an "agressive" epoxy.  (ie; thin, chemically active, the kind that warn 
you not to get any on your skin)  The normal method of bonding either 
materual to itself is a solvent weld (different solvent "glues" are used for 
the two materials, however).  Neither will solvent-weld well to the other, 
so an intermediary adhesive material is needed.
