What V rate for BPC?

I see a consensus that the bypass caps that protect neons should be
somewhere around 500 pf per side. What voltage rating per side do
they need? I've seen some coilers use 60 kv per side and hope that
was just what they happened to have handy. Also, does the frequency
composition of the spikes requires that the BPCs be of particular
type or material, or will anything of 500 pf and X kv work as well?
