The resistance of the primary is very low so the ohm meter might not
tell
you much unless you check to see if the primary is shorted to the case.
Sounds to me like you have a bad primary.  The neon is good for parts if
you
want to go to the trouble of unpotting it.  It should have 2 good high
voltage coils. Or you can wind a new primary coil for the neon.  If I
remember correctly the primary coil has 132 turns of #18 wire.  Or you
can
trash it.
