Your assuption is off.  The separate, top winding is the primary!  The
black wires going to this coil are slightly thicker than the three wires
that go to the resonant coil (which is under the secondary).

The resonant coil has three wires.  The center wire is not used, and the
two outside wires go to the capacitor supplied by H&R.
