The Universidad Simon Bolivar, The High Voltage Laboratory - USB, IEEE
Venezuelan Section and the Institute for Advanced Studies and Research
(IDEA), invite to the scientific and academy community, electric
enterprises
and similar institutions, industries and factories, to participate in:
III LATIN AMERICAN CONGRESS ON HIGH VOLTAGE AND ELECTRICAL INSULATION
                ALTAE 97


OBJECTIVES
The general objectives of this conference, are:
1.- Interchange experiences and promote discussion on new methos and
measurements technics for high voltage that contribute to perfectioning
such
subjects at the differents specialists laboratories of participant
countries.
2.- Encourage and establish plans of research and cooperation betewn
different laboratories and institutions that permit to focus
investigations
as a whole unifying efforts and resources in the look for solutions to
common problems.
3.- Encourage the discussion on new technologies of insulation materials
used in design, construction and applications of electrical equipment.
Deepen in technic for lab and field diagnostics.
4.- Inform the different enterprises of electric and industrial sector,
the
potential available in the high voltage laboratories as centers of
research
and development.

SUBJECTS
During the event will take effect technical conferences and papers
presentations whose contents will be refer to following subjects:
1.- Electric devices diagnostic. Laboratory and field evaluations.
2.- Analysis and design of electrical equipment.
3.- Insulation coordination.
4.- AC & DC pollution.
5.- Test and measurements technics in high voltage.
6.- Simulation technics of electromagnetic transients.
7.- Quality systems in high voltage laboratories.
8.- Dielectric materials. New technologies, materials and
characterization
technics.


IMPORTANT DEADLINES
1.- SUBMISSION OF ABSTRACTS: MARCH 14, 1997
2.- NOTIFICATION OF ACCEPTANCE OF ABSTRACTS: BEFORE, APRIL 5, 1997
3.- SUBMISSION OF PAPERS: MAY 30, 1997
4.- NOTIFICATION OF ACCEPTANCE OF PAPERS: BEFORE, AUGUST 15, 1997

        For registration after September 13, add 10% of charge.
        The payment is required in form of a check made out to "IEEE
Caracas

FORMAT OF THE ABSTRACT AND PAPER

ABSTRACT
The abstract shuld be have a maximum of one page (Size: A4) in Times New
Roman Letter type (Size 10) and all margins over three centimeters.
Please
supply for keywords to indicate the area of paper and provide the name,
address, affiliation, telephone and fax numbers, and e-mail address of
the
author(s).

TECHNICAL PAPERS
The pre-accepted papers, should be submitted for final evaluation to
realized by two experts of the particular area, select by the
international
technical committee. Papers must have sufficient details as to be
correctly
evaluated, concerning ideas, methos and formulations.
IEEE formats is required for the papers: Doubled column, Times New Roman
Letter, Size 10. The length of the papers should be six pages maximum. A
short resume of authors must be included in additional page. A
Camera-ready
original is required with three copies, plus a Micrsoft Word Diskette
with
full identification.
Referees will classify the papers in two modes: oral expositions and
posters. In both cases the article will be published.


LANGUAGES: Spanish, Portuguese and English.

COMMERCIAL EXPOSITIONS
During the event the interested organizations will be allowed to promote
theirs products (relatesd to the general and technical goals of the
congress) via stands. To do so it is required to previously contact the
organizing committee, specifying the space needs and type of material of
the
exhibit. The exposition right will have a charge of 200 $ USA. The
correspondent payment is required before July the 11th, in form of a
check
made out to "IEEE Caracas Capitulo de Potencia"


Caracas, Capital city of Venezuela is situated at a short distance from
the
Caribean Sea, on wide valley near 100 meters over sea level, just in the
upper region of South America. The Tropical weather imposes stable
temperatures about 28 degrees celsius all the year around. Caracas is
characterized by two types of climates, the winter and summer. The
former
attends from May to September coming with some rains and clouds, while
the
falter from October to March presents much less rain and higher
temperatures.
The Uiversidad Simon Bolivar (USB) is situated in the valley of
Sartenejas,
in the South of Caracas, within the metropolitan area, 1200 meters over
sea
level. Temperatures here are rater lower. The mountain surrounding
crowded
with pine plantations add a mejestic beauty to the site.
The USB initiated activities in 1970, being a public institution with no
more than 8000 students, concerned primarily with engineering and basics
sciences. Despite his physical size, the USB produces 15% of the whole
set
of Venezuela International Scientific and Technical Publications. Within
the
USB Campus is located the Instute for Advanced Studies and Research
(IDEA),
which presents facilities for holding conferences, seminars and courses
and
incorporated a small hotel for academic community.
