Stan,

Just glancing at your menu the obvious thing that appears is that 
your 0.025 mfd cap is way too large (by two and a half times) for 
your neons to swing.  The biggest cap you should use on 60 mA -at-15 kV 
is about a 0.01 mfd.  I actually employ a 0.007 mfd with this 
transformer size in a small coil and get terrific results.
