The coil you have already wound will work fine.  Try a small toroid 2 x 6"
on top or else a small 4-5" ball.  Use a 12 turn primary (adj. tap of
course) in a flat spiral to start with.  Subdivided 4-5 electrode gaps with
stove bolts (you did mention the budget).  You will somehow have to come
with a cap. value of .005 MFD.  Home rolled roofing flashing and .060 thick
polypropylene should get you started inexpensively.  Use a small 10 amp
variac for initial tuning.  Should produce 12-14" long sparks with this
value cap.  A 12 KV, 60 ma. transformer will get you into the 20 inch spark
range.  Above all have fun and tune for minimum smoke!

Always pull the wall plug when tuning -- the 60 ma. neon's can bite bad.
