DOS: You DOS, Win95 and NT users are somewhat more fortunated than the Mac
guys.  I did, in fact, manage to find a version of TeX for you.

Here's where you can get it:

You may also want to scrounge around for a package called emTeX for DOS,
which I hear works quite well.

Mac: Sorry guys, I could only find a commercial version of TeX for the
Mac.  Juding from one company, it'll probably be outragiously expensive,
so you can just send it to me plain ASCII and I'll conver it.

As a matter of fact, TeX supports different languages.  Though, you have
to compose in that language.  Languages I know for certain that it can do
are: English, German, and French.  It can probably do a lot more, I just
haven't looked into it much.
