"sqrt( L / C )" is the "surge resistance" of the resonant circuit and
is equal to the magnitude of either the capacitive or inductive
reactance, so dividing it by R (effective SERIES resistance at operating
frequency) yields the circuit Q.  The derivation is simple - work
it out.  Solve for omega in terms of L or C and plug into the above
equation and you will see what is happening.
