	Two things are happening, I think.  First of all, the
resonant frequency of the secondary is reduced as the effective
terminal capacitance is increased by the cloud of ions which is
formed as the discharge propagates away from it.  Second, in any
coupled tuned circuits it is necessary to reduce the primary 
resonant frequency to maintain maximum power transfer as the
secondary is loaded with more with lower resistance.  This
can be shown from first principles of circuit design, and is
an effect familiar to anyone who has adjusted coupling between
a transmitter and an antenna.
