These PSU's will deliver 100v plus. You need quite a high freguency
250kHz for a 4" diameter coil (1000 turns of 0.4mm wire). Lower 
frequencies need bigger coils. The circuits that I have seen for
flourescent tubes ran at 50kHz and couldn't be pushed much higher.

Working out the power requirement is more difficult - its hard to
calculate the load impedence - you may want 50w plus. You should
be able to get an inch of spark and excite a vacume tube with fairly
low powers.
