Except for the aesthetics, which would be extremely minor, there is only one other reason I can 
see, and it is minor too.  If the wire is on top, it can't be protected as well by epoxy.  I have 
my wires running under and there are completely encased in epoxy, so there is no chance of 
breaking it loose.
